Census and 23rd Amendment

The number of electoral votes each state has is based on the Census and the 23rd Amendment to the U.S. Constitution. The Census is conducted every 10 years, and the 23rd Amendment, which was ratified in 1961, grants the District of Columbia three electoral votes. The total number of electoral votes is 538.
