EL CAJON — Three of the seven members of the Independent Study Commission want to control their own bank account, but they can't. The City Council has the authority over the commission's finances.
The dispute intensified Wednesday when commission members Cindy Malkemes, Vito Malacari and Mark Powell walked out of a meeting after the council voted 3-2 to reject their request for a separate bank account.
Malkemes said the commission needs its own account to do its job, which is to advise the council on educational issues.
The council voted 3-2 to reject the commission's request. Council members Steve Goble, Gary Kendrick and Jillian Hanson-Cox voted against it.
Goble said he doesn't think the commission needs its own bank account. He said the city's finance department can handle the commission's finances.
Kendrick said he agrees with Goble. He said the city has a good financial system in place and there is no need to create a separate account for the commission.

The commission was created in 2016 to advise the council on educational issues. The commission is made up of seven members who are appointed by the council.
The commission has been criticized by some council members for being too independent. Some council members have said the commission should be more responsive to the council's wishes.
Lombardo said last week that no one in county government has tried to interfere with the workings of the commission.
County Manager Romilda Crocamo said Tuesday that if council writes a check to the commission for $75,000, it would be the first time the county has provided direct funding.
